Since2004, China has been experiencing a very large-scale construction of high-speed rail network which has positioned it in the first place in the international stage of high-speed rail. With a stakeholder approach, the article tries to provide a convincing explanation on how this could has been done in China. According to the backdrop of stakeholder theory, focused on the rapid development of China’s high-speed rail, we try to figure out the stakeholder background based on. This paper briefly introduces the development process of high-speed rail in developed countries, especially in Japan and France, and analyzes their experience in the cause of high-speed rail reform. In the background of Western stakeholder theory in business management we first identify the’firm’and’manager’in the rail industry. Then, the various stakeholders with a legitimate stake in high speed rail policy are carefully evaluated by identifying their objectives and ability to impact or be affected by the issue and classified into stakeholder categories in terms of the presence of power, legitimacy and urgency. Then, for different stakeholders, we sought to determine their influence in and interests influenced by the high-speed rail. According to the study, the properties of stakeholders, by Mitchell, Agle and Wood (1997), stakeholders are distinguished in accordance with the power, legitimacy and urgency. Focusing on the policy decision-making process, the article reviews the manner how the’manager’successfully handled the different stakeholders and achieved the objectives set by the’firm’. On March5,2013, the12th National People’s Congress meeting of People’s Republic of China was hold in Beijing. The Conference adopted the "Institutional Reform of the State Council, and Functional Transformation Program", aiming to implementing the rail separation and the formation of China Railway Corporation. China Railway Corporation was officially established On March14,2013. Subsequently, some stakeholders’dynamic changes occurred, which is the focus of this paper to analyze. With an effort to analyzing China’s High-speed rail development process with the western analytical perspective, we hope the research would be the helpful references for High-speed rail development in other countries.
