Railway is regarded as a main artery of our national economy and an important part of national infrastructure, occupying the central position in the China’s integrated transport system. Under the circumstance of transformation of economic growth mode, railway reform and optimizing and upgrading of industrial structure, the railway transport enterprises are intending to take place in the fierce competition in the market, it is necessary to implement change in the course of business, continue to build operational enterprise mechanism and the management system, and promote sustained development of enterprises. During the process, it is the key point to develop the reasonable Human Resource strategy for the basis of the companies. It has significance for achieving the desired objectives and the smooth development of business change. Human Resource strategy is not only the implemented terminal plan, but also the core hub of business change. Enterprises’ organizational change is matched with Human Resource strategies, and needs to play a coordinating role in HR effectively to promote the development of other strategies to fulfill the business strategy.Under the context, this research targets companies in railway transportation industry, exploring Human Resource Strategy options of Railway Transport Enterprise. First, this study defines organizational change and Human Resource strategy, analyzing the foreign railway reform process. Meanwhile, it introduces related railway transport enterprise Human Resource strategy and focuses on organizational change and Human Resource strategies literature material. Then, this study analyses the transformational circumstances of railway transport enterprises, including the external environment, internal environment and industry competition environment. The companies are combining the risks and opportunities, challenges and threats at the same time. Through the SWOT analysis of railway transport enterprise Human Resource strategy, this research elaborates on the advantages, weaknesses, opportunities and challenges of human resources, determines the development strategy as railway transport enterprise Human Resource strategy, proposing Human Resource strategy and planning. Finally, the research takes A passenger section for example, analyzing the current situation of the Human Resources and putting forward concrete measures for their problems.
