With China’s and the global energy crisis and environmental pollution problems becoming more and more serious, energy saving and emission reduction becomes more and more important. As the fastest growing industry in China’s energy consumption and carbon dioxide emissions in recent years, transportation will keep the trend of high consumption and high emission for a long time according to the development process of the developed countries and China’s own development path. In this case, how to meet people’s growing demand for travel at the same time to develop and implement energysaving emission reduction targets will be a long-term problem faced by the transport sector.Based on the non-parametric frontier analysis method, this paper introduces the carbon dioxide as environmental effect of energy use, and measures the energy efficiency of various provinces in China under the total factor frame. On the basis, we explore the regional differences and temporal evolution of transportation energy efficiency in various provinces of China. Under constraints of capital, energy, labor, economic, environment and other multi objectives, we can make a research on the energy efficiency of China’s transportation sector more systematically and scientifically in order to provide the appropriate advices and suggestions to the transport sector in terms of energy saving and emission reduction policies from the national and provincial regions of the two dimensions.In order to solve the above problems and to achieve the above objectives, this paper has done the following work:(1) Describe the input and output index of transportation industry under the total factor framework, and select appropriate variables as the corresponding input and output indexes;(2) Use the SBM-DEA model to calculate the energy efficiency of the transportation industry and analyze the energy efficiency of all the provinces in China;(3) Adopt the Malmquist index model to finish the dynamic analysis the energy efficiency of China’s transportation sector. After have done the above work, we reach the following conclusions:(1) The energy efficiency of transportation in our country under the constraint of carbon dioxide is at a low level, and there is a great improvement space;(2) The energy efficiency of transportation between the three areas of east, middle and west has a large difference, and it has the best performance in the east area; the energy efficiency of middle area is consistent with the national average level;(3) The transportation efficiency has a positive relation with economic development, energy utilization technology and management level;(4) The energy efficiency of transportation industry in our country in the period of 2002-2012 shows a declining trend, which is mainly due to the decrease of technical progress index.
