Gannan region is an old revolutionary base areas, it has made a signific a nt contribution and great sacrifices in the Chinese revolution and The establishme nt of new China, but for various reasons, its economic and social development lags behind, the poverty problem is very prominent, and accelerate its development has been crunch time. “State Council on the support Gannan former Central Soviet Area revitalization and development” issued in 2012, marking how to get out an underdeveloped areas to achieve leapfrog development of new ways to become an important issue. From the point of view of the upgrade of economic structure, the financial environment is exogenous increase in the proportion of primary industry, and has significant positive effects on the third industries accounted for the increase, but has significant negative effect on the second industry accounted for growth.
