Today’s increasing development of science and technology, gradually relaxed policy, rapid communication, all marked the birth of the risk society. Enterprise at risk in society, business management issues, peer competition, the influence of public opinion and false reports of Internet, everywhere there is a crisis. In order to remain invincible in the choppy markets, enterprises should establish an effective crisis management system, to meet to prepare for any possible crisis of public relation purposes. Handle well with the relationship between crisis management and competitive intelligence(CI), competitive intelligence closely around company’s public relations crisis management, is the premise of achieving this goal.The system of enterprise crisis public relation management based on CI is a holistic concept, it should follow the building principle of scientific, systematic,dynamic principles. Firstly, this papers through the study of combination of CI and crisis public relations, to build the system from two aspects for based on CI of enterprise crisis public relation management. One is combines CI in enterprise strategy levels and tactical levels for application research, put Enterprise crisis public relation management and enterprise development of strategy and tactical management contact up, build a system based on CI of enterprise crisis public relation management strategy levels and tactical levels; two is in crisis development law as the foundation,will be before the crisis, crisis, crisis occurs in three stages as system center, in the light of the existing research results on construction of CI system, build a model based on CI system of enterprise crisis management Secondly, according to has established system of composition, from system of management level and operation level established evaluation indicators, select levels analysis method on CI in Enterprise crisis public relations management in the of application for evaluation.Lastly, making the crisis public relation management analysis on special case "Malaysia airlines MH370" lost alliance event, simulate Malaysia airlines event in has established system in the of crisis public relations management work process, andusing "crisis public relation 5S principles" for evaluation analysis, verifying the necessity to establish a enterprise crisis management system based on CI.
