Abstract/Summary:
Urban land is the most important resource, which controlled by local governments. Local government land-related revenue is the important source of local finance. The impact of local government on urban land allocation efficiency and development of city is significant. When local government manages the city, it is more likely to pursuit short-term public revenue, or try to achieve other goals. Under the circumstances, this article puts up land supply of local government to build the framework of its economic analysis of the impact on urban development. Firstly, This article illustrates theories of land supply and urban development. Then it explores the motivation of land transfer in terms of fiscal decentralization, and studies the relationship between the land supply and urban development by theoretical and empirical method. According to elaborating land resources, the amount of land supply, the supply structure, it reveals the importance of the land supply policy for city development. Finally it makes the use of the city’s overall data and relevant indicators to study the effects which the land supply on urban development.Based on the above theoretical and empirical research, this paper presents several policy recommendations. Firstly, local governments should be subject to public target, develop and implement scientific land supply and land exploitation plan. Secondly, optimize the relationship between central and local on urban land management, and adjust fiscal decentralization system to improve the local government’s incentive and restraint mechanisms. Thirdly, clear the definition of urban land rights, and create the land ownership system.
