Study On The Construction And Application Of The WUA Evaluation Performance System

China started to introduce the participatory irrigation management in Irrigation District since 1990s.As of 2012, There are 30 provinces (city, district) in our country had carried out irrigation management reform to varying degrees and set up 78000 water cooperation organization which the WUA (Water User Association) as the main form. While, the WUA operation management level is uneven in different place, our country also lack of an effective evaluation system to the WUA. Evaluation the WUA performance is an important part of the irrigation area management system reform. The comprehensive evaluation results have a guiding role for the establishment and operation of WUA, which can improve the quality and effect of the operation of the association and promote the healthy and sustainable development of.WUA.This paper uses the combination of theoretical research and empirical research method to construct the WUA performance evaluation system. First, from the construction, operation, canal project and economic efficiency four aspects and 20 indicators establish the WUA evaluation index system which through collecting the theory and practice of the WUA performance evaluation at home and abroad, actual investigation and consulting experts. Then use the analytic hierarchy process to get the evaluation indexes weights and divided the subjects into association president, accounting, management personnel and water users. Experts weight each score which subject value the WUA performance index. On the basis of this, using the whitenization function process those date can work out the WUA evaluation grade, at last evaluation index system is established. We use this system value six WUA of Jiamakou Irrigation district in Shanxi province, which can calculate the evaluation grade of each association and work out eight factors of affect WUA healthth running, the evaluation results show that although the WUA formed improve the water charge rate and reduce the water confiliction, but the development of farmer water user association in China is still in infancy, systems of measuring facilities and management work remains to be strengthened.
