Study On The Performance Evaluation Of BJ Lighting Project

With the improvement of China's urbanization rate and the shortage of local government financial funds,with the rapid development of the central government,more and more urban infrastructure is being built and operated by PPP mode.The mode combines the advantages of the two modes of market supply and government supply,and achieves a long-term cooperation mode according to the scientific and reasonable property right structure,governance form,risk sharing system and supervision and management system.Under this background,how to carry out reasonable performance evaluation for PPP projects,improve performance level in project implementation and achieve the final strategic goal of PPP has become a prominent problem,which has important research significance in theory and practice.The street lamp projec in this paper is constructed by PPP model,so on the basis of combing the related theories of performance evaluation,this paper comprehensively analyzes the advantages and operation processes of PPP model in the construction industry compared with other models.Through comprehensively finishing and expound the research status of performance evaluation of infrastructure projects under the PPP mode at home and abroad,it is pointed out that the performance evaluation index system and evaluation method of infrastructure projects under the existing PPP mode are not systematic.Therefore,after referring to the basic theory of key success factors and stakeholders,the author established a basic system of performance appraisal of street lighting projects under the PPP model with the aid of statistical methods.With the background of statistics,economics,and mathematics,this article supports the research results are of great scientific nature.In order to make up for the deficiencies of previous research methods,this paper adopts a more scientific and rigorous extension analytic hierarchy process and grey system theory to carry out performance evaluation.Different from other studies,on the one hand,some theoretical knowledge of the grey system theory is used in the performance evaluation of infrastructure projects under the PPP model;on the other hand,in order to avoid the conclusions and uncertainties of certain indicators.Therefore,the performance evaluation of infrastructure projects under the PPP model in this paper adopts a combination of quantitative research and qualitative assessment.Finally,taking the BJ street lamp project as an example,it is pointed out that the performance of BJ street lamp project is "medium",and the results proves that the model has certain availability in the performance evaluation of infrastructure projects under the PPP mode.According to the analysis of the results of the performance evaluation of the BJ road lamp project,the suggestions and measures for improving the performance of the BJ road lamp project are put forward in a large direction.
