In the face of extreme weather frequently in modern society, fog and dust storms have been the normality. China’s economic development and environment has produced a sharp contradiction. China coal burning cause a lot of emissions of carbon dioxide and other greenhouse gases, the thermal power needs 70% Chinese coal to produce the electricity. Only through the analysis of the main driving force of electric power industry growth factors in China, can it provide certain reference of significance for industrial policies.Paper first describes China’s energy and electricity use’ background and meaning. Introduce a lot of literature reviews about total factor productivity. The second part lists four modern kinds of power production and their advantages & disadvantages and introduce the emissions reduction factors including China’s electric industrial policy, capital and technology. The third part defined total factor productivity and preliminarily illustrate the meaning of the four factors. The forth part introduces GML function and through mathematical formula the total factor productivity is divided into pure efficiency change (GPEC), pure technical progress (GPTC), technology scale changes (GSTC) and scale efficiency change(GSEC). Through using Global Malmquist-Luenberger function the fifth part make an empirical analysis of the total factor productivity in China’s electric power industry, the model is divided into two major categories of expected output and not expected output of carbon footprint. On conclusion:mainly relying on technology to promote China’s electric power industry and China’s power industry average total factor productivity is very different in three parts of China. The sixth part put forward relevant policy suggestions. Then wrote the disadvantages of research and the conclusions.Under the carbon constraints the paper uses Global Malmquist Luenberger model to analyse the total factor productivity of China’s electric power industry for empirical analysis. At the present stage the results show eastern part of China need to use more clean energy, the Midwest need to improve the level of technology and management to change the situation of environment pollution and energy shortage.
