As the world economy into the highly industrialized stage, problems such as population growth, energy constraints, resource destruction and environment pollution are increasingly serious. Human society is facing the severe ecological crisis, also social progress and economic growth is facing a serious threat. Based on the theory of ecological economics, developed countries proposed the low-carbon economy and circular economy development model, raised a hot wave of protecting the ecological environment. As a basic industry of national economy, electric power industry can provide convenient clean electricity, but also consume lots of resources and emit large quantities of pollutants, which is the focus of ecological efficiency research. Electric power enterprises, especially power generation enterprises are facing a very serious problem of energy conservation and emissions reduction, whose ecological efficiency is related to the survival of enterprises and resource consumption in the country. Therefore, to study to ecological efficiency of the power enterprises has very important practical significance.This paper will firstly define the connotation of industrial eco-efficiency, analysis the relationship between industrial eco-efficiency and industrialized indicators, elaborate the relevant theories of eco-efficiency evaluation, and build a theoretical framework to evaluate the ecological efficiency. Then, the paper will analyze the particularity of power generation enterprises' eco-efficiency from the angles of the current status, influencing factors, existing problems and so on. Combined with the index system of related literature, the evaluation index system of power generation enterprises' eco-efficiency with its own characteristic will be established. Afterwards, through the comparative study of common eco-efficiency evaluation methods, this paper will choose Data Envelopment Analysis(DEA) for static analysis of power generation enterprises' eco-efficiency, which contains C~2 Rmodel, BC~2 model and SE-model, and choose the Malmquist productivity index(MPI) for the dynamic analysis. Furthermore, on the basis of above index system and evaluation model, this paper will select 10 listed power generation enterprises' data for case study, which is from 2010 to 2014. In the empirical study, there will be static and dynamic measurement of eco-efficiency, scale efficiency, and input redundancy and output deficiency situation analysis. Finally, according to the calculation results and the relevant conclusions, this paper will put forward relevant countermeasures and suggestions from two aspects of technology and business management, which will improve the eco-efficiency of power generation enterprises.
