With the further development of China’s social reform, tiered electricity pricinghas been fully implementedin China.The tiered electricity pricing is established with three aspects be considered. The first is reflecting the electricity costs, the second is a fair distribution of the burden, and the last is to promote energy conservation and emissions reduction. Whether thetiered electricity pricing is reasonable and in line with local actual situationis a key factor of influencing its success. Some scientific and reasonable attempts are made to evaluate household ladder electricity price scheme in this paper, and a set ofeffective evaluation system are designed in the end.Firstly, the factors that should be considered in evaluating tiered electricity pricing are filtered effectively in the paper, and the most representative factors are chosen as evaluation indexes. These indexes should consider the interests of power supply side, the residents’ side and social side.The basic interests of the electricpower companyshould be guaranteed, so that the company couldhealthily development. It’s also important to guaranteethe interests ofresidents.because people’s endurance should be consideredand it shouldn’tlead to popular resistance. Finally, tiered electricity pricing should promote social harmony, energy conservation and environmental protection. So we chose nine indicators as the final evaluation indexes.Secondly, each selectedindexis calculated in the paper. In the past study, to these indicators, researchers always use qualitative methods or expert scoring method. With strong subjectivity,these methods lead to randomevaluation result. Each index is computed quantitatively and explicit computational formulas are given in the paper. This enables each indicatorto calculate differentindex data which is offered todecision makeraccording to different specific data. This makes the evaluation index more in line with the actual situation, more operable. What’s more, it avoids the influence of artificial factors and adapt to local conditions.Finally, the fuzzy analytic hierarchy process (AHP) are used to perfect the evaluation system. This paper deals with a multi-objective problem, so using analytic hierarchy process (AHP) to calculate the weight of multi-objective problem is a suitablemethod. For there is ambiguity amongthese indexes, the fuzzy analytic hierarchy process (AHP) is selected to make the whole system of weighting is more scientific. In this paper, in order to avoid effect subjective ratings of the overall evaluation, it makes some improvement. Fuzzy analytic hierarchy process (AHP) is used to make the calculation more scientific. Anexample is demonstrated in the paper and the calculation results show that the evaluation system is scientific and reasonable.
