| Patent is an important component of intellectual property rights and the main achievement of scientific and technological innovation.The number of patents reflects the overall scale of patents,and patent quality reflects the degree of merit and demerit.At present,we usually measure a country's patent level by analyzing the number of patents,but ignore the analysis of the quality of patents.The result is to unilaterally reflect the true situation of patents.In recent years,the number of patents in China has increased explosively,but the overall quality of patents has stagnated or even decreased year by year.Therefore,the quality of patents has attracted great attention of the state.Choosing a scientific and reasonable evaluation method of patent quality has also become a hot issue in academic research.Firstly,the paper is based on a theoretical review of relevant literature on the concept of patent quality and related literature on patent quality evaluation indicators,sorting out systematically the existing evaluation index system,and the patent quality evaluation index system in this paper is determined according to the selection factors and the selection principles of evaluation index.Then,based on the shortcomings of the existing index weight calculation method and patent quality evaluation method,and taking into full account the fuzziness of the index concept,the hesitation of experts in decision-making process and the selectivity of experts to evaluation indicators,this paper will use the intuitionistic fuzzy analytic hierarchy process to obtain the weight of indicators,and express the experts' scores in the form of hesitant fuzzy soft sets.Combining with the weights of indicators,the final scores of patents are calculated to evaluate the quality of patents.The method of determining the weight of patent quality evaluation index and the method of evaluating patent quality in this paper are both innovative,providing new ideas and ways for future patent quality evaluation work. |
