The Effectiveness Research On The Impact Of The People’s Livelihood Science And Technology Industry To The Improvement Of People’s Livelihood

After 30 years reform and opening-up, China has achieved the rapid development in economy, which also lead the abundance of wealth in society been improved significantly than ever before. However, rapid economic development and improvement of people’s livelihood did not achieve a coordinated development. The inequality of economic development, result in the disparity in income, social welfare and public service resources in different areas, which lead to a difference in livelihood quality. Meanwhile, many people’s significant needs can not be met immediately due to the fast socialization process. Thus, the livelihood issues become increasingly prominent at this stage. Therefore, research on issues related to improving people livelihood has become essential; it has strategic significance in our country, no matter in theoretical or practical value.During the "two sessions" in 2007, after the people’s livelihood science and technology been proposed at first time, it attracted wide attention, since then the improvement of the livelihood and the people’s livelihood science and technology are connected closely. In 2011, the State Ministry of Science promulgated the’Opinions on Accelerating the development of technology to people’s livelihood’. It proposed a number of people’s livelihood science and technology industry projects in order to promote the development and improvement of people’s livelihood. This policy clarifies the people’s livelihood science and technology industry will be employed as the significant method in improving people’s livelihood and it will be implemented and deployed in the whole country.This report analyzed the effect of people’s livelihood science and technology industry on improving people’s livelihood by constructed, from a theoretical perspective. It reveals that people’s livelihood science and technology industry mainly affect people’s livelihood from three respect, they are:scale effect, structure effect and technology effect. Then, livelihood index system been established based on the sociological perspective. Represented by high-tech industry, analyze the influence mechanism of the people’s livelihood science and technology industry in improving people’s livelihood from an empirical perspective.Through empirical analysis, it shows that technological progress and output in high-tech industry have positive impact on improving people’s livelihood. However, economic scale and investment of high-tech industry have negative effect on the improvement of people’s livelihood. In the circumstance of introducing spatial factors, the effect of high-tech industry in improving people’s livelihood will be enhanced further.Meanwhile, this paper also found that high-tech industries in improving people’s livelihood have threshold effect at some extent.Finally, this paper draws the conclusion that research and development on livelihood issues require relevant government department to establish comprehensive and sophisticated livelihood index evaluation system. Furthermore, it is considerable to implement and adopt regional strategy and major industry development strategy in developing the people’s livelihood science and technology industry. At the same time, enhance the people’s livelihood science and technology industry’s research and development capability and creativity.
