Xinjiang, there are a lot of poor farming population, which is due to income mainly depends on the sale of cattle and sheep herders of livestock is obtained, and the majority of animal husbandry County is located in remote areas, relatively closed social environment and the harsh natural environment, so that these changes in production pastoral herders living small extent, even the majority of herders still live a nomadic lifestyle of traditional production, which makes the slow development of animal husbandry in pastoral areas. 1987 implementation of the "2871" program, starting a new chapter in Xinjiang Herdsmen settlement project, settlements herders living attention of the government and the majority of the people, after the settlement of pastoralists production, lifestyle change, then how to adapt quickly to settle life issues became herders after pressing concern, in terms of production can not follow the old way before, to explore new ways to increase revenue production, thereby improving the living standards of herders. In this paper, cost-effective way of four breeding sheep two sample points of Altay and Tacheng analyzed. First, the production status of domestic and foreign sheep and sheep farming costs earnings were summarized, and the actual situation of the herdsmen settlement survey sheep farming into four ways. Then, comparative analysis of the costs and benefits of four different ways of farming, sheep farming methods to find the difference and influencing factors, and four ways relatively low cost, high efficiency farming methods. Finally, according to the analysis, to explore the maximum economic benefits for herders and farming settlement of sheep, sheep farming and thus to lower costs and improve efficiency in the way sheep breeding and other related measures. The research shows that:(1) costs are in descending order: whole fattening, all feeding from numerous self-fertile, warm season grazing + cold season feeding, natural grazing. In absolute amount, the benefit in descending order are: grazing + supplement, warm season grazing + cold season feeding, all feeding from the complex since the sterile, all-fattening.(2) forage costs are the main factors affecting the cost of breeding, followed by labor costs, newborn animal costs.(3) resource endowments affecting breeding patterns of the most fundamental factor.(4) the impact of sheep breeding economic reasons in addition to sheep prices, breeding patterns, as well as local scale farming lending policies, location and sheep herders have their own management techniques.(5) In improved varieties, large-scale production capacity and technological level has not reached a high level of state, warm season grazing + cold season feeding point in the project should be vigorously promoted.
