Research On Condition,problems And Countermeasure Of Rural Land Circulation Of Minle

Since the reform and opening policy, China’s economy won a rapid growth, and traditional agriculture has changed to modern agriculture, a large number of rural labors have turned to the secondary and tertiary industries, rural land circulation has become faster, there is a trend of scale agricultural development. Rural Land Circulation has become a hot issue of concern at all levels of government and academia. Good land circulation work has become an inevitable choice to promote large-scale agricultural operations, achieve industrial upgrading agriculture, and develop modern agriculture. Recently, the land circulation has obtained remarkable results and promoted the development of rural economy, but there also presents some problems. At present, research on rural land circulation is mainly concentrated in the eastern developed regions, and there is a lack of attention to rural land circulation problem in poor areas in western. Based on this background, this article selects Minle County in Gansu Province to study its rural land circulation.In this article, literature analysis, questionnaire and interview methods are used, and by reviewing of rural land transfer history, observing rural land status and practices in Minle County, rural land features in Minle County are analyzed: various forms of land transfer, circulation to diversification, have arbitrary transfer prices, the way of circulation lack of order and circulation stability is not strong. On this basis, this article explains the current problems in rural land transfer in Minle County: land transfer is not sufficient; circulation behavior is irregularities; transfer system is not perfect; transfer disputes always exists and so on. To solve the above problem, this passage gives countermeasures on increasing propaganda of policies and regulations; improving operating mechanism and social security system in rural areas; preferential policies to protect land transfer; establishing mechanisms for surplus labor force in rural areas, to provide a theoretical basis for land transfer in Minle.
