Research On The Countermeasures Of Rural Land Transfer In Zhangzhou County

Heilongjiang Province is a large agricultural province.As a food base in Heilongjiang Province,Zhaozhou County shoulders the major responsibility of ensuring food security and promoting agricultural economic development.The core problem of the reform of the agricultural supply side lies in coordinating the relationship between the household contract responsibility system and the scale operation of agriculture.Coordinating the relationship between the two must be solved by the orderly circulation of rural land.Rural land transfer retains the contracting rights of farmers and transfers the use rights of rural land.Rural land inflows can achieve contiguous production by expanding land area,thereby expanding the scale of planting and promoting agricultural growth by transforming agricultural production and management methods.Efficiency and farmers' income increase,and then achieve scale operations.Therefore,it is of great significance to carry out in-depth research on rural land circulation.As a grain production base,Zhaozhou County shoulders the important responsibility of agricultural production.Zhaozhou County responded to the national call and carried out rural land transfer work,which not only stabilized the land contracting relationship,but also promoted the scale operation of agriculture.Zhaozhou County is rich in land resources and has the conditions and advantages of rural land transfer,but it also faces many problems in the process of rural land transfer.This paper takes the rural land transfer in Zhaozhou County as the core of research.Firstly,it defines the concept of rural land and rural land transfer.Combining the theory of land rent land price,land property rights theory,institutional change theory and agricultural scale economy theory,this paper uses literature research and empirical evidence.The methods of analysis,qualitative analysis and normative analysis have studied the situation of rural land transfer in Zhaozhou County.Secondly,through on-the-spot investigation,the scale,circulation cycle,circulation mode,use of land after transfer and the effect after the transfer of rural land transfer in Zhaozhou County were sorted out and introduced,and it was found that the rural land transfer in Zhaozhou County was small.The circulation period is short,and the land transfer to and from the transfer side has an increase in revenue.Thirdly,combined with the current situation of rural land transfer in Zhaozhou County,the problem of rural land transfer in Zhaozhou County was found,mainly including the imperfect farmland circulation market,the non-standard farmland circulation procedure,the short circulation period of farmland,and the work of bulging power.The promotion is slow,and the interests of farmers are not perfect.Finally,aiming at the problems existing in the rural land circulation in Zhaozhou County,from the sound farmland transfer market system,stabilize the rural land transfer relationship,standardize the rural land transfer procedures,promote the land confirmation work,increase the land value through industrial integration,and the rural labor market.The improvement of the five angles proposed countermeasures to promote the orderly circulation of rural land.
