Research On The General Aviation Industry Layout And Planning Of Zhuzhou City

Although Chinese public air transport has been among the second in the world, general aviation as a basis for the aviation industry in China has not really started. General aviation is the only major industry which has not been big developed industry during 30 years China’s reform and opening up."Opinions on deepening the reform of China’s low-altitude airspace management" was promulgated in August 2010 by the State Council and the CMC(Central Military Commission), which issued the strongest policy signals for the development of general aviation. Furthermore general aviation has been selected as Chinese strategic emerging industries and the development of general aviation is the key work of the national civil aviation "Twelfth Five Year Plan" and "Several opinions of State Council on promoting the development of the civil aviation industry" released in July 2012. Current Chinese general aviation industry is entering the gestation period before the high-speed development, the industry widely believe that this trillion total value emerging industry will usher in rapid development.To seize this unprecedented development opportunity, this paper presents a study on the layout and planning of Zhuzhou general aviation industry, including the following:(1) Applying the SWOT (Strengths Weakness Opportunity Threats) method and based on the deep analysis of China’s general aviation policy environment and industry trends and especially the resources and location advantages and foundation and conditions in Zhuzhou on developing of general aviation industry, it can be concluded that Zhuzhou has unique environmental resources and economic foundation in developing general aviation industry and the existing policy and market environmental provide effective support and insurance for the development of general aviation.(2) Analysis of the general aviation market requirement of Zhuzhou City, E-I (External-Internal) model and evaluation methods was established for Zhuzhou general aviation industry selection. Through E-I tendency chart of Zhuzhou general aviation industry, the industry selection direction was defined.(3) The guiding ideology, development principles, development model and key development direction of Zhuzhou general aviation industry planning was defined Zhuzhou general aviation industry will experience cultivation period, developing period and mature period. And also the aero-engine and gas turbine industry, general aircraft manufacturing and other development projects are particularly analyzed.
