In today’s world, with the rapid development of economy, the demand for energy will improve greatly with the development of national economy. The status of our environment is also gradually deteriorating. Environmental problems not only directly influence the equality of people’s daily life, but indirectly influence the sustainable development of economy. Therefore, how to keep the healthy development of economy in Dalian and the quality of the residents’living environment in Dalian become a hot spot of present research. And clean energy, as energy with low pollution and high economic expectations, through the study on its competitiveness, can be used to optimizing the allocation of energy structure and create a win-win situation of economic and environmental.This thesis analyzed the economy competitiveness of clean energy in Dalian firstly. Through gathering statistics of the investment and cost of the clean energy power plant from 2005 to 2012 in Dalian, we use LCOE to calculate the cost of power generation in different discount rate. Then we analyzed the environmental competitiveness of clean energy in Dalian. Through analysis the carbon dioxide emissions in every step of energy flow chart including mining, transportation, power generation and so on, we calculate the carbon emissions intensity of all kinds of energy. Then we analyzed the security competitiveness of clean energy in Dalian. Through analyzing the supply risk of energy for power generation in Dalian with AHP method, we get the energy security competitiveness.On the basis of the competitiveness analysis, considering the pros and cons various energy for power generation based on the competitiveness and the condition of dalian city, a power energy structure optimization model is proposed based on 3E framework in Dalian, this model considers the influence of electricity cost, carbon emissions intensity and supply risk. Using improved method of the ideal point, we get the optimal scheme of power energy development in Dalian, and put forward the corresponding countermeasures and suggestions according to the optimal scheme.
