China’s resource-based cities to support nearly 12% of the country’s population have made enormous contribution for the economic and social development. At present, many resource-based cities, especially the development of forestry resource-based city is going from bad to worse, become a problem difficult to overcome the problem of contemporary in sustainable development. China is the largest developing country in the world, but also the world forestry country. At present, with the unreasonable development and utilization of forest resources, forestry resources type city led to many of the problems facing the exhaustion of resources, environmental destruction, economic depression, the living standards of residents decline, have to enter the stage of transformation. The problem of sustainable development of forestry resource-based city has become a topic of current our country and even the whole world focus. Therefore, the research on the ability of sustainable development of forestry resources type city, to improve sustainable development of forestry resources type city, has the vital significance.In order to promote the sustainable development of forestry resource-based cities, this study first the theory of sustainable development, the sustainable development theory, low cost, and the theory of comparative advantage, resource type city related concepts relearning and understanding, and introduces the development status of forestry resource type city of our country and the existing problems, defined in this study on the transition of forestry resource-based cities sustainable development ability, it will be divided into the ability of sustainable development of economic and social sustainable development capacity and resource and environment.Secondly, the collection of relevant information, to find out the motive and resistance of the sustainable development to enhance the ability of transformation of forest resource-based cities. Refinement of the index system, set up the ability of sustainable development of forestry resources type city evaluation index system, taking Yichun as an example, analysis of the empirical research of Yichun from 2003 to 2013 by using the principal components of sustainable development ability, sustainable development ability evaluation and from the economic and social sustainable development ability and the resources environment sustainable development ability two aspects in transition of forestry resource-based cities of Yichun. Through the establishment of model analysis, the transition period of 13 years, affecting the sustainable development of economic society’s ability are the main factors of the development of ecological tourism, sustainable development ability of resources and environment is the most influential factors affecting the nature protection area, the comparative analysis of two aspects of a comprehensive, sustainable development ability of Yichun city in transition period increasing, the ability of sustainable development of resources and environment than social and economic fluctuations, the overall view orbiter results.Finally, combining with the characteristics of forestry resources type city and its evaluationresults of Yichun City, analysis the motive and resistance of capacity building for sustainable development of forestry resources type city, find out the potential ability offorestry resource-based city. Respectively from three aspects of economic sustainable development ability, social ability, sustainable development ability, and puts forward some corresponding countermeasures and suggestions for promoting the sustainable development ability construction of forestry resources type city.
