The employee welfare system during the period of the National Government prevails under the common influence of multiple factors, such as domestic and international political, economic and social environment and so on. The particularity of state-owned enterprises makes their employee welfare systems as typical examples.In order to promote the welfare of National Government, the government has formulated a series of laws and regulations, established specialized regulatory agencies. Corresponding departments will be set up by the Resource Committee to supervise workers’ welfare, according to the regulations, for example, the Employee Benefits. Besides, in order to provide sufficient funds for the welfare programs,Capital the Resource Committee and affiliated companies have prepared special funds to support the effective implementation of workers welfare projects. The Welfare Project varieties a lot, roughly divided into four categories, that is, social insurance which consist of life insurance, industrial injury insurance, pension, medical, family as main body; the monetary benefits which paid holidays, the bonus, allowances,savings, comfort and severance payments as main body; the workers’ welfare which consist of public welfare facilities and all kinds of goods as main body; temporary benefits which consist of travel, borrow, paid education and study, living allowance as the main body. In a word, the content of the Welfare Project relates to all aspects of life, constituting a relatively complete employee welfare system.During this period of time, the SOE employees welfare show five characteristics including universality,fairness, persistence, paid and traditional. It not only have guarantee the basic living of the workers, but also promoted the victory of the Anti-Japanese War, as well as improved business performance and social stability, had positive impact on promoting social progress and modernization. What’s more, it also implicates great enlightenment for the current construction of enterprise employee welfare.
