State-owned enterprise which is defined by the state (or government) establish enterprise, is different from general enterprise in special property and function. State-owned enterprise is a method of the national intervents economy directly and makes up a means of market defect. The state shall establish a state-owned enterprise is usually in order to achieve some of the policy beyond profit target outside. But with the pace of economic globalization, the state-owned enterprise is faceing at many new problems, the reform of state-owned enterprises is imminent. In the 15th national congress of the party and its first plenary session our state has already put forward that the reform of state-owned enterprise has arrived.Within the reform of state-owned enterprises, the employees don't adapt to the change in psychological behavior debugging, and the job satisfaction dropped. The employee's job satisfaction drop led directly to the enterprise economic benefits landslide, the negative effect is very large. To improve enterprise staff job satisfaction, stimulate staff working enthusiasm, stimulating enterprise economic positive development, how to reform a reasonable and perfect employee benefit plan will become a very important aspect.This thesis covers six parts.The first part is introduction, introducing research background, purpose and methods.The second part summarizes the theories and introduces the concept of welfare and employee welfare.In the third part, this paper analyzes the state-owned enterprise employee benefit plans.The fourth part puts forward state-owned enterprise employee benefits countermeasures.The fifth part is the case studies. The last part is conclusion.The conclusion of this paper:according to the existing problems, and puts forward some countermeasures:transforming state-owned enterprise welfare policy old idea; Strengthen the welfare communication, enhance the welfare transparency; Positive flexible movement elastic welfare, make welfare diversity, more close to employee need; Promote welfare outsourcing, reduce enterprise burden; Pay attention to employee retirement benefits in five aspects such as deep research and analysis, to improve state-owned enterprise employee benefits reasonable countermeasures to reform plan.
