With the continuous development of modern human resources systems, more effective incentives focus on people. Welfare system is no longer a basic security features, but more emphasis on incentives to promote. Its importance has also been more and more attention. In general point of view, the welfare of the state-owned enterprise employees have been at a high level, a number of benefits, salary survey reports also reflects recent phenomenon, but whether our investment in state-owned enterprises benefit costs to match its effect is worthy of study. Research on employee benefits satisfaction from the start, can be quantified to examine the status quo of China’s state-owned enterprises welfare, and analysis of the characteristics and defects. Although long before the West had the welfare of the professional satisfaction measurement scale, such as PSQ and BSQ scales, etc., but the combination of the characteristics of China’s state-owned enterprises to identify new business scale is very important. This article focuses on the existing West satisfaction scale on welfare, welfare theory with the actual situation of Chinese state-owned enterprises, to design and test new scale. Rely on a lot of first-hand data processing to analyze the current situation of China’s state-owned enterprise employees benefits satisfaction. Based on the ability to Amartya Sen’s theory, from the perspective of capabilities and features, this paper presents recommendations for the future development of the management of state-owned corporate welfare.This paper is divided into the following sections:The first part, as the introduction of the text, first discusses the research background, theoretical and practical significance of the study. Secondly, an overview of the theoretical basis of the research of this article. Finally, outlining the research content and research methods.The second part, an overview of the status quo domestic and foreign scholars on employee benefits satisfaction, and to clarify the development and status of China’s state-owned enterprise employees welfare system.The third part, consider the status quo of China’s state-owned enterprise employee benefits and features, combine the Maslow’s hierarchy of needs theory, equity theory, Two-factor theory, Amartya Sen’s capability approach theory and western PSQ and BSQ scales to build a20welfare measure evaluation from five dimensions, and proposed research model and four research hypotheses, they are:1. Distinct differences in demographic variables affect employee benefits for satisfaction;2. Chinese state-owned enterprise employees in satisfaction of non-monetary benefits are lower than the satisfaction of monetary items welfare programs;3. The sense of fairness of state-owned enterprise employee benefits is low;4. The welfare ability satisfaction of state-owned enterprise employee is lower than welfare functions satisfaction. By item analysis and factor analysis, the revised scale includes four dimensions measuring20evaluation index, then test the reliability and validity, with good results.The fourth part, using SPSS17.0software for data analysis, analysis of the origin and distribution of the sample, describes a state-owned enterprise employee benefits overall level of satisfaction. Analysis of five demographic variables that gender, age, education, work experience and job affect the welfare of satisfaction differences, and verify that the four assumptions. Therefore, summed up the real problems which the state-owned enterprises’ welfare system faced with.The fifth part, summary of previous studies, and analysis lack of research. Made recommendations for improvement in five areas:Avoid equalization, Function improved, Improve the ability, Cost control, Learn from the West.
