Since the21st century, the urbanization develop rapidly in the world,urbanization has become an inevitable trend in a country or region’s economicand social development. In thirty years of reforming and opening up, China’surbanization rate increased dramatically, from18percent in1978to53.58percent in2013. As an important carrier of economic, social and culturaldevelopment, town has received more attention from countries and people. Butthe traditional extensive urbanization development model has been unable tomeet the growing quality requirements of urbanization development, intensiveand efficient new urbanization development model has become an inevitabletrend in the development of urbanization. Technological progress is animportant mean of Intensive development. Therefore explore new urbanizationand the relationship between technological progress, not only enriches the noveltheory of urbanization dynamic mechanism, but provide a theoretical basis tothe further development of the urbanization development and plan.Based on the theory of urbanization, industrial structure optimization andendogenous technological progress, optimize and upgrade the industrialstructure article in perspective, the normative analysis of the technologicaladvances of the new urbanization of the impact mechanism, based on a newanalysis of urbanization on the basis of the content and features, from three dimensions "power","quality","fair" to build a new urbanizationcomprehensive evaluation index system, with Shanxi Province1978--2013yeardata, using vector error correction model for empirical analysis of ShanxiProvince, and proposes policy recommendations.The studis finds: Firsly, under the perspective of industrial structuretechnological progress can make contribution to new urbanization through bothdirect and indirect; Secondly, based on the new urbanization comprehensiveevaluation index system, the Shanxi new urbanization level measurement,results consistent with reality; Thirdly, empirical results show that there islong-run equilibrium relationship and comprehensive causality relationshipbetween technological progress, industrial structure and new urbanization inShanxi Province; Fourthly, the impulse response function of impact between thevariable display shows that the level of urbanization of Shanxi Province isdriven maily by industrialization at present stage, and the tertiary industry willhave positive knock-on effects to the new urbanization after13.5years;Fourthly, based on the results of theoretical and empirical research, in order tofurther enhance the level and quality of urbanization, Shanxi should makerelevant policies and planning from three aspects of technological progress,decvelopment of industrial structure and urbanization.Possible innovations and heavy and difficult points of this paper isthat:Firstly, from the perspective of industrial structure, make thecomprehensive relationship between technological progress and new urbanization in Shanxi Province as the main research questions, which enrichesthe dynamic mechanism theory of new urbanization; Secondly, based on theanalysis of content and features of new urbanization, followed the princeples ofcomplete, systematic, streamlined and universal, this paper builds a newcomprehensive index system of new urbanization, which enriches the theoty ofevaluation theory of new urbanization; Thirdly, based on the data of the yearfrom1978to2013in Shanxi Province, this paper builds the Vector ErrorCorrection Model between technological progress, industrial structure and thenew urbanization, during the research process, there is difficulties in the datacollection, collation and calculation.
