Based on the results of the agricultural land classification update and arable land quality monitoring’s field survey results, the spatial-temporal distribution of cultivated land productivity and utilization potential was researched in this paper which has different levels in the Dalate Banner. And on this basis, the artificially controlling and regulating of the limiting factors can be extracted as a starting point from the forming factors of agricultural comprehensive productivity. The major limiting factors of cultivated land utilization potential quantitatively were explored using nonlinear parameters classification such as regression tree model (CART). Finally without corrupting the current ecological conditions, relevant policy suggestions of tapping the potential of cultivated land utilization were put forword, to achieve productivity improvement and intensive use of cultivated land. And for regional high-standard farmland construction, scientific basis for cultivated land protection and food security was provided. Main conclusions of this research are as following:(1) The accounting models of theoretical productivity, realizable productivity and cultivated land utilization potential were established, and the distribution situation of agricultural comprehensive production was clarified the overall and the township in Dalate Banner.(2) Based on monitor the sample points, the natural and human utilization management factors of cultivated land production and utilization potential was analysised systematically in the Dalate Banner.The variability characteristics of cultivated land natural limiting factors were identified in the Dalate Banner, such as soil and topography.The level of farmland investment and management was mastered in the Dalate Banner.(3) The spatial difference of cultivated land utilization potential is obvious, which is the minimum of theoretical utilization potential is about9600t/hm2in the Jigejisitai Town; the maximum is about37000t/hm2in the Zhaojun Town. The minimum of realizable utilization potential is approximately12000t/hm2in the Zhandanzhaosumu Town, the maximum is about40000t/hm2in the Zhaojun Town.The spatial distribution pattern of cultivated land utilization potential had the regularity lower in south and east and higher in north and west in whole banner.(4) The spatial variability of cultivated land utilization potential was better explained by natural properties of cultivated land than human factors in the Dalate Banner. The main limiting factors are followed by altitude, irrigation guaranteed rate, the degree of erosion, the actual yield, structure of soil profiles and severe weather. In contrast, the temporal variability of cultivated land realiable utilization potential was better explained by human factors.
