Study On The Rural Land Transfer Of Dalate Banner In Lnner Mongolia

With the development of economy,the process of urbanization and industrialization accelerated,and the acceleration of rural citizenship and the frequent circulation of rural land.Contractual right of land can not only optimize the allocation of land resources and the development of agricultural productivity,promote farmers' income,but also promote the transfer of rural labor to non-agricultural.However,due to the existence of the bad system in the circulation of rural land and the weakness of theory and other reasons,it can't make land transfer orderly.Based on the theory of rural land circulation,this paper investigates the existing problems by investigating the rural land circulation and finds out the effective and practical solutions.As the main area of the food production in Ordos,Dalate banner has made some achievements in the context of the national collective land circulation.But in the region,the current rural collective land transfer scale is small,the standard is not uniform,and the legal basis is not sufficient and many of the initial stage of the dispute.This paper lay emphasis on the rural collective land owner-famer as the main part of the collective land circulation,but in real life,they are vulnerable groups,their legitimate rights and interests protection must be practical and effective,dalate banner as a national autonomous areas,for the Mongolian farmers,not only to take into account their production and management methods and living habits,but also to adapt to their national cultural form and psychological demands.The final conclusion of the thesis is to perfect the rural land circulation management system and the market system and service system,promote the land circulation form diversification and permanent,speed up the development of the scale of rural land circulation,set up a collective land right verification mechanism,perfect intermediary service organization and the rural social security system.
