With the continuous development of economy in our country, rural labor transfer has become an inevitable trend. Heilongjiang province is a big agricultural province, agricultural science and technology level and the degree of mechanization, has turned from the traditional mode of production is given priority to with the human to mechanized production, change the way of the production greatly raised agricultural productivity, and freed a large number of rural labor force. Combined with the long, cold winter in Heilongjiang province to agricultural production, the geographic climate characteristics make farmers engaged in agricultural production throughout the year a relatively short time, farmers more leisure time. Therefore, how to solve the Heilongjiang province rural surplus labor and surplus labor time problems of farmers is imminent. By the end of2013, the year in Heilongjiang province transfer of rural labor force has reached5.403million people, but there are a lot of rural labor force transfer employment. Rural labor force shift employment is beneficial to the optimal allocation of labor resources, to increase farmers’ income, promote economic growth, narrow the gap between urban and rural have important meaning. How to reasonably and orderly promote Heilongjiang province rural labor transfer employment, is an issue worthy of further study.Article on the basis of the related theory of rural labor transfer employment, starting from the actual situation of Heilongjiang province rural labor transfer employment, analyses its current situation and problems, finally puts forward the countermeasures and suggestions. Specific research ideas as follows:in the existing research materials and related survey statistical data as the foundation, useing the literature material, data, methods of induction, comparison analysis, system analysis of the present situation and problems of the rural labor transfer employment in heilongjiang province. Especially Heilongjiang province rural labor transfer employment level is low, there is a shift in the process of employment employment stability, transfer of rights and interests guarantee, spontaneity and blindness of employment problems and employment problem such as space, emphasis from rural labor itself factors, transfer system, the employment service system, the urbanization and industrial structure problem causes the aspects of the further analysis. At the same time, draw lessons from countries such as Britain, the United States, Japan and India’s successful experience, combining with the Heilongjiang province feeling, puts forward the government should start from the public management level, in improving the capacity of rural labor force employment, broke the institutional barriers, improve the employment service system and expand employment space such aspects as promoting Heilongjiang province rural labor transfer employment.
