The tobacco industry is an important industry department of the national economic system, also is a special industry. In the context of tobacco control, the status that the supply is not adequate to the demand appears frequently. That not only affects the relationship between company and retailers, but also the sales volume of cigarette. How to carry out scientific and reasonable goods distribution has important significance for meeting the demand of retailers and customers and increasing sales.The paper systematically studied the application of cluster analysis method of goods distribution problem in tobacco industry, analyzed the theory study of clustering analysis and selected the reasonable clustering method through comparative analysis. Based on the existing research results, we constructed the goods distribution model of tobacco industry according to the goods category that the company offered and the cigarette sales data of9179retailers. By using the hierarchical clustering and K-MEANS clustering analysis technology, firstly, we used hierarchical clustering method to analyze variable (category), and then used K-MEANS clustering method to analyze the sample in the variable based on classification. The comprehensive analysis can show classification results of retailers under the different category. Finally, according to the classification results, we calculated contribution degree of various retailers in various goods category sales. Then, we calculated the distribution of each type of retailers, and we will realize the reasonable allocation.The results of distribution show that goods category is divided into8categories and the classification results of retailers under each category are different. We should put the classification results into the logistics system in the tobacco industry. When we distribute cigarettes to a retailer, we can give it maximum distribution according to the number of distribution standard and the actual demand, Thus we can avoid tight supply situation and increase sales to achieve "precise marketing".
