Research On Performance Evaluation Of The Implementation Of Energy Management Contract For Enterprise

Energy management contract is a new energy-saving, which produced in the United States in the 1970 s, its energy saving effect is remarkable, is adopted by many countries, and gradually began to be adopted by a lot of energy industry of our country, so there is a new method to save energy and find a sustainable development road. But energy management contract derived from the western world and existed only more than twenty years in our country, now it is not very mature in China, because it lack a reasonable system to evaluate its performance, so after the introduction of energy management contract, enterprise can’t measure the energy saving benefit correctly, and causes the differences about the energy saving effect between the enterprises, which even influence the development of energy management contract mechanism.This article mainly to study the performance evaluation of the energy management contract’ implementation about the energy-useble enterprise, aims to establish a scientific and reasonable performance evaluation system, as a reference for enterprises to implement the energy management contract. First of all, based on the research of literature and the investigation of the enterprise, the performance evaluation of energy management contract can be divided into three levels, which including economic benefits, social benefits and environmental benefits, and then further subdivided the three levels of evaluation index, evaluation indexes were established to eleven; Then, using the analytic hierarchy process(AHP) and questionnaire investigation method, to determine the weight of each index; Finally, on the basis of in determining the index weight, using the fuzzy comprehensive evaluation method to establish the model of performance evaluation,which is a comprehensive evaluation of the whole project.Therefore, this article is to evaluate the benefits of enterprise implementation of energy management contract from three angles,which include economic benefits, social benefits and environmental benefits. The purpose is to build the evaluation system of enterprise implementation of energy management contract,to provide certain theoretical basis for enterprise implementation of energy management contract. In addition, the study can provide theory basis to promote enterprise implementation of energy management contract, we hope the study can make some guiding influence for the development of energy management contract of our country..
