With the acceleration of industrialization process,energy consumptio n has been rising,but the efficiency of energy productio n and utilization in China is still at a low level.Energy shortage and environmental deterioration have become a high cost of economic growth.Energy conservation and emission reduction is not only an important work to solve energy and environmental problems in China,but also a long-term strategy to ensure economic development.Industrial enterprises are the major energy consumers in China.The government's increasing demand for energy conservation and emission reduction in industrial enterprises is a scientific and feasible way to establish and operate energy management system to standardize and strengthen energy manage ment in industrial enterprises.Under the guidance of policy,although the energy management system of industrial enterprises has been paid more and more attention and achieved some results,the establishment and operation of the energy management system is still in its infancy,lacking systematic sorting and experience summary.Especially,the ultimate goal of the energy management system of industrial en'terprises is to find the potential of energy saving,and to pre-evaluate the improvement plan to determine whether it is feasible.However,according to the current situation of energy saving and emission reduction,it is no longer possible to simply judge the advantages and disadvantages of the trans formation by the quality of techno lo gy and econo my.This paper systematically combs and summarizes the process and methods of establishing and operating the energy management system of industrial enterprises,and constructs a framework of energy management system with universal guiding significance for energy conservation work of industrial enterprises in China.Based on the characteristics of energy-saving and emission-reduction renovation schemes,appropriate evaluation methods are selected and a practical pre-evaluation model is constructed.Firstly,the evaluation index structure is established,and the technical,economic,environmental and social benefits are selected as the criterion layer,and 16 evaluation index layers are further refined;secondly,the AHP method is adopted to give weight to each index;thirdly,the evaluation index structure is adopted.Fuzzy comprehensive evaluation method is used to evaluate the comprehensive benefits and determine the feasibility and necessity of the scheme.In view of the actual situation of an industrial enterprise,this paper elaborates the establishment and operation steps of the energy management system,and evaluates an energy-saving and emission-reduction renovation scheme identified by using the pre-evaluation model constructed to verify the operability and applicability of the model Not only can it make up for the deficiency of theoretical research in this field,but also can be applied to the practical work of energy saving and emission reduction of industrial enterprises in China,and further improve the requirements of relevant documents such as?Guidelines for the Implementation of Energy Management System?(GB/T 29456-2012).
