With the continuous changes in the internal and external business environment,the tobacco industry is not going smoothly.The original talent training model and internal management system have been unable to adapt to the current environment.As a special kind of group,middle-level management personnel serve as an information exchange platform for senior leaders and grass-roots employees,and assume key responsibilities such as strategic communication,decision-making execution,and daily management.The thesis focuses on the middle managers of PC County Tobacco Company,actively explores the main problems of insufficient performance incentives for middle managers,and attempts to analyze the causes of performance appraisal management from the perspectives of internal and external factors,and attempts to find the constraints that restrict the development of the middle management team of state-owned tobacco companies.The core factor is to deeply integrate the performance evaluation results with education and training,personnel incentives,job promotion and other work,and strengthen the support of performance evaluation on the company's strategy and team building.The thesis builds on the concept and method of performance evaluation management at home and abroad,and builds “strengthening the correlation between performance evaluation and the company's strategic objectives,establishing a scientific performance evaluation data collection system,and continuously improving the performance evaluation evaluation index system” for the middle-level managers of PC County Tobacco Company.The five-in-one performance framework of perfecting the performance assessment workflow and clarifying the main body of performance assessment.In order to further clarify the performance assessment management improvement ideas:that is,to use the company's strategic development goals as a guide,the 360-degree performance assessment method and key indicator analysis method are used to optimize the design of performance assessment data collection,evaluation subjects,indicator selection,and work flow,forming a perfect The performance appraisal system and operation guarantee mechanism build a talent management system that meets the development demands of the middle-level managers of PC County Tobacco Company.In order to ensure the comprehensive implementation of the performance evaluation and improvement strategies of middle-level management personnel of PC County Tobacco Company,the paper develops a guarantee plan around measures such as actively building a democratic corporate culture,strengthening company mechanism reform and innovation,and enhancing the importance of performance evaluation,etc.,to provide performance evaluation and improvement for middle-level management personnel.Strong support.
