As China’s economic development, especially since the reform and the WTO, China’s trade protection loosen, under such favourable conditions, the reform of the country’s tourism industry was enjoying huge bonuses, in front of the market gained unprecedented opportunities and challenges. Travel agents in the next competition, how to to consolidate its development advantage is the key to survival and development. Because the tourism product unique, which makes travel agency’s core competitiveness composing and affecting factors in the market competition has demonstrated a marked trait. Competition in the market, good availability of core competence, is the cornerstone of tourism enterprises to survive and grow. As the travel industry leading enterprises in Hunan province, affinity travel agencies in Hunan province in a fierce market competition, does not enhance its core competitiveness, is likely to affect the future development of the enterprise. Therefore, promoting the enterprise core competence affinity travel agencies in Hunan province as an important issue to be addressed urgently. At present, the study come from the manufacturing of our core competitive theory research in the field, service-oriented enterprises, particularly as represented by the travel agency travel business and did not give a precise definition. Research of theory on Enterprise core competitiveness in China is relatively abundant, but little systematic evaluation of the tourism enterprises ’ core competitiveness, the study also lacks a certain depth, at rated contact number and characteristics of tourism enterprises ’ core competence has also not made a detailed description.In this study, the first starting from the theoretical research level, sets out the core competitiveness of enterprises and travel agencies ’ core competitiveness theory and research, and proposes the construction of tourism enterprises ’ core competence evaluation index system and clear system of principles, indicators, Including qualitative and quantitative research methods. The SWOT analysis as a standard, systematically expounded on the affinity of Hunan province during the development of the situation, analyze the current core competitiveness construction problems. The problems pointed out, specific affinity travel agencies core competitiveness construction measures of Hunan province, Hunan province, proposed to create an affinity travel agency’s core competitiveness strategy.
