Research On The Optimization Of Bidding Management Of Changsha Municipal Facilities Management Bureau

With the development of China’s socialist market economy, the bidding system of construction projects matures and becomes an important means to promote the development of competition healthily within the industry. And it’s very important in improving economic efficiency and to prevent corruption. However, China’s construction project bidding mechanism is still not perfect. There are exist many risk factors, and affect the reasonableness of the bidding’s results. This problems make the implementation of the construction work more difficult.In this paper, we use literature research, case study method, communication consulting law and comparative study method studying construction project bidding management system research of Changsha City Municipal Facilities Authority.Firstly, we expose the concept of the composition of construction project bidding and tendering management system starting from theoretical research literature.Secondly, Changsha City Municipal Facilities Authority, construction management system tender status quo and problems were analyzed. On this basis, the focus from the organization system, management system and engineering contractors bidding process tripartite face Changsha City Municipal Facilities Authority, construction management system for optimization of the tender: In the organization of the system,the integration of procurement functions through the establishment of bidding procurement centers, set up bidding management Committee of the whole project tender conducted control and oversight; Information support system, the main contractor management system is built on the contractors to carry out systematic management, and proposed the concept of the construction of a trademark after assessing system performance capabilities than traditional assess the effect of a more comprehensive and objective; In the process, mainly through the bidding process for the project overall optimization and local recycling, to improve the efficiency of project bidding, preferred contractors, the purpose of reducing the project cost.Finally, the article also to Wanjiali Road(Fu-Yuan Road- Gordon Rd) rapid transformation projects, for instance, to improve its optimization measures proposed tender management system, and optimization of tender management system implementation and effects analysis and evaluation.
