The rural minimum living guarantee system(In this article referred to as "rural residents”) established since 2006 in Jiangxi province, carried out in 2007, until2015, while rural residents implementation time is not long, but its positive effect and influence is preliminary appeared, The current rural residents expanding coverage,security standards continue to improve, not only to protect the rural poor people’s basic life, narrow the gap between the rich and the poor countryside, from the deep analysis of the effective operation of villages and conducive to maintaining the rural social stability, and maintain social justice, promote the construction of harmonious society.But the implementation of the system also exist many problems, such as low work management object of non-standard, family economic condition identification difficultly, insufficient of funds, low levels of senders and so on.This paper investigation rural residents in jiangxi province, introduced the development of jiangxi rural subsistence allowances system, the implementation effect and the main methods, and combining the academic research results, analysis the problems existing in the development of rural residents in jiangxi province, and thinking should take measures to solve these problems.This paper argues that solve the problem of rural residents, need to find the scientific definition of rural residents income accounting method, try to make the system of rural residents and other assistance system decoupling, also should strengthen the publicity and information disclosure system of subsistence allowances, to prevent errors and omissions, and according to the level of economic development, constantly adjust the province’s rural residents, and to carry out the funds and personnel configuration, to ensure the rural residents.
