Analysis And Countermeasure Study Of The “land Finance”

This paper to the present land system, the local tax system, the financial system as the perspective, "land finance" as research object, through theoretical analysis of local government land development pattern of financial reasons for choosing, that land compensation system at the present stage is not perfect, the monopoly of land supply, local government fiscal imbalances lack of the main taxes eventually led to a place the government has chosen the road of the development of the land finance. On the one hand, through low-cost transfer of industrial land to attract manufacturing industry, on the other hand through the sale prices of commercial land to obtain high land leasing income. Through further are derived: local government monopoly of land supply, eventually leading to the local government at transferring industrial land, residential land sale prices. And an empirical test on the part of theoretical analysis using the provincial panel data from 2004 to 2012. The study found that: empirical results from the country’s 31 provinces, autonomous regions, municipalities directly under the central government, the local government budget, the proportion of tax revenue, financial revenue and expenditure gap is big, less local government expenditure responsibility is heavy is due to local governments rely on development mode of land finance.To solve our country’s local government excessive dependence on land development pattern of finance from the following aspects: perfecting the land ownership system, improving the land compensation system, perfecting the local tax system and transfer payment system, improving the Intergovernmental expenditure responsibility.
