Research On Improvement Of Industrial And Commercial Registration System In China

With the deepening of economic reform, the current "strict easy tube" type of industrial and commercial registration system shows more and more shortcomings in practice. Especially the current registration mode, the substantive provisions of registered capital, scope of business, residence and other specific items of registration, practice in social and economic development and enterprise phenomenon, affect the effectiveness of industrial and commercial administration functions. Therefore, if the reasonable scientific, industrial and commercial registration system, and properly solve the society generally reflect the "registered" problem, is an important problem need to be solved by the administrative department for Industry and commerce.This paper had three aspects of work. First of all, using literature research, based on the theory of public policy implementation, the qualitative factors integration mode of thinking and the study of public policy, public policy implementation way of the implementation of public policy implementation. Secondly, the investigation and study of the application of Zhejiang province since 2012, the administrative department for Industry and commerce implementation and enforcement of China’s industrial and commercial registration system reform and the basic situation of the case analysis. The chain of execution to "province-city-district" policy as the anatomy, the unit of analysis, in the process of policy implementation of different levels, different departments, different attributes of the actors(executor, object) execution environment and policy analysis and research, the objective evaluation of the implementation and effect of Zhejiang Province, the current price of industrial and commercial registration system the induction and the summary, the existing policy, the executive body, the object and the environment four aspects. Finally, it discusses how to adjust the industrial and commercial registration system, improve the quality of the policy implementation body, the establishment of policy implementation and coordination system, set up supervision mechanism, strengthen the responsibility of policy implementation, policy implementation, policy implementation in the integration of resources to establish the mechanism of citizen participation, improve and perfect the policy evaluation system six aspects, put forward some suggestions to improve the industrial and commercial registration system in China, to provide some practical reference for promoting China’s industrial and commercial registration system reform implementation of relevant policies.
