With the rapid development of economy, the continuous development and progress of human civilization, the social productive forces and science and technology have been developing rapidly, human beings in order to produce to meet the needs of life and material wealth, toaelerate the pace of economic development of the whole society. However, human beings are not aware of the rapid development of society hidden behind the question, wanton logging caused the lack of earth resources, energy waste caused by the energy crisis, and the global ecological crisis and so on, have become the serious contradiction of human beings in the future for a long period of time to face, had a strong resistance to the progress of the society,not only sustainable development and innovation of human survival, culture brings endless trouble. Therefore, ecological balance of the earth, the reasonable utilization of resources and the sustainable development has become a great concern for human beings. Faced with population growth, the shortage of resources, environment worsening and ecological imbalance caused by industrialization, the harmony of population, resources, environment and development, has become the consensus of the world.This paper was based on the above background, try to use the ecological efficiency and footprint(the ecological footprint, carbon footprint)analysis of the basic theory, combine the ecological footprint theory and industry efficiency evaluation, combined with industrial economic efficiency evaluation index, build a comprehensive evaluation index system and model, and conducted a comprehensive research and evaluation on the comprehensive efficiency of industry. The index system contains reflect industrial ecological efficiency indicators: the ecological footprint, carbon footprint,and Reflect the industry indicators of economic benefit: the influence coefficient, induction degree coefficient, location entropy and industrial economic comprehensive index of the six indicators. And made by using the entropy weight method to the index, combined with the linear weighted sum method to calculate the comprehensive evaluation index and evaluate each industry. :when empirical research, we combined with industry development status in Jiangxi province and the ten strategic emerging industries, evaluated the the top ten industrial synthesis of Jiangxi province representative efficiency evaluation, the empirical results show:the metal materials manufacturing industry has the highest comprehensive efficiency, at 0.7204, followed by the non-metallic new materials manufacturing, its comprehensive efficiency is 0.5686, The communication equipment, computers and other electronic equipment manufacturing comprehensive efficiency, lowest at 0.1849, followed by the arts and crafts, and other manufacturing and transportation equipment manufacturing industry, their comprehensive efficiency is 0.2078 and 0.2790 respectively. Because of data limitation, the statistical data of this study is the year of 2008 in Jiangxi province.,According to the empirical results, compared with the development of the industry from 2008 to 2013 in Jiangxi province. Finally on the basis of the above analysis result, proposed industry in Jiangxi province countermeasures and Suggestions of the development of various industry departments.
