Study On Optimizing State Grid Jiang Xi Power Supply Company Bid-evaluation Management System

Since the 30 Years’ reform and opening up, the tender procurement is widely used in all areas and make great achievements. However, some deep-seated problems have exposed gradually. Especially the key part in the bidding management is the evaluation management system and still need to optimize the evaluation which is the core part of the bidding, Evaluation of the management is not perfect on the legitimate rights and interests of parties bidding activities which will cause to a certain extent. In order to standardize the bidding behavior, guarantee the purchasing behavior fully open, fair, and high quality, efficient, economic, security, how to carry out the scientific and effective management is very important to the evaluation system. Therefore, research on this subject has a certain application value.This article focuses on the three aspects: evaluation methods, bid evaluation experts and expert database management and the risk evaluation management. From evaluation of the management of State Grid J power supply company problems and underlying causes, using the method of combining the theory with case analysis, including the comparison research method, literature research method, survey method, statistical analysis method and case analysis method were analyzed, combined with advanced management experience for evaluation reference,countermeasures and suggestions put forward to optimize the evaluation management system. The article is divided into 5 chapters. The first chapter is the introduction; the second chapter is the evaluation of the management and the related theory; the third chapter is the current status analysis of evaluation management in J power supply company; the fourth chapter is the overall study of bidding evaluation management system optimization in J power suppply company, the fifth chapter is the conclusion and prospect.In this article, through case study, the evaluation management system of J power supply company is not optimized. The reason is the problem of evaluation management system. Taking State Grid Y power supply company(the subsidiary company under State Grid J power supply company, hereinafter referred to as State Grid Y power supply company)as an example. The first is evaluation methods are not scientific enough; evaluation system is not mature. The scoring method focused on the qualitative evaluation instead of quantitative evaluation and ignore the phenomenon. Second is the level of bid evaluation experts should be improved, the bidding behavior management needs to be further standardized. "Interim Measures" has relevant rules and regulations, but there is no uniform standard for some specific problems. Once again, the illegal violation of discipline, the risk evaluation is superficial, not deep enough and effective. Based on this, I decide to combine my own working experience with MBA knowledge and learn knowledge on the evaluation project, put forward some practical significance innovation of the evaluation management method and suggestions for improvement. To sum up in a word, how to optimize the evaluation management system is very important and realistic and significant which also standardize the development of the whole society orderly.
