Improvement On The System Of Bidding And Bidding-Evaluating In The Sewerage Engineering Equipment

The bidding and bidding-evaluating of sewage project equipment is a process of overall evaluation for multiple objective and multifactor complex system, which requires professional knowledge of sewage treatment process, sewage equipment manufacture, equipment operation in sewage treatment plant as well as the policy and law of bidding .The paper starts from the idea of bidding by introducing the styles of bidding from developed nation , region and international economic organization , inosculating the primary coverage of bidding system in our country , bring forward the borrow ideas about the styles of bidding from overseas to our country . Through the analysis of the situation of building in Chinese sewage control project, give the problems in existence and counter measure of the bidding system in sewage project.The emphasis is to research on the improvement of bidding-evaluating system of sewage project equipment. First, aiming at the state and characteristic of Chinese bidding and bidding-evaluating of sewage project equipment, it analyses the deficiency and problem of bidding-evaluating system of comprehensive evaluation being used. In order to objectively and justly bid of bidding-evaluating system, reduce the deficiency of bidding-evaluating, we need to improve the comprehensive evaluation. We construct a bidding-evaluation system model of sewage equipment by design the evaluation index system of sewage project equipment again , and judge and calculate the weighing of evaluation index with the help of Analytic hierarchy process (AHP) , and mark through overall evaluation for general evaluation index with the help of the method of questionnaire survey. At last, we confirm the practicability of bidding-evaluation system being constructed by the example of bidding of sewage plant.The research of the paper has a suggested function in standardizing the bidding-evaluation procedure of sewage project equipment of our country, perfecting the bidding method and deciding the bidding winners scientifically.
