As the architecture industry grows rapidly today, the Construction Project Bidding System of China has experienced a 30-year journey of development. With related laws and regulations being enacted and perfected, the construction market has become more standardized, and the construction project bidding, featured with transparency, fairness, justice and high efficiency, has been more widely used as it is both cost-saving and quality-guaranteed. In its application, however, there still exist inevitable problems needed to be settled through analysis of the causes and explorations of the corresponding solutions.With the change of China’s rapid economic development, national related industry for adapt to the booming economy needs massive construction projects, including roads and bridges, housing construction and other all kinds of engineering construction projects, the construction achievements of the construction unit also directly affect and penetrate into all aspects of social activities. As a result, the construction project bidding is more and more attention, and the research of construction project bidding is very necessary and has important practical significance.This article from the construction project bidding process, introduces the characteristics, principles, methods and procedures of construction project bidding, analyzes the advantages and disadvantages of two kinds of evaluation method, the comprehensive assessment method, the reasonable low price method, respectively from the national laws and regulations system and tender, bidders, agency, supervision departments and other parties to analyze the problem, and put forward countermeasures and suggestions for the existing problems. In this paper, the main part of the proposed strategy is the following work:(1) The analysis of the background and necessity of the reasonable low price method is introduced, and the significance of optimizing the reasonable low price method is expounded. Due to the implementation of reasonable low price method to change the current tendering and bidding market chaos has a positive significance, this article through the theory of time value of capital optimization method of reasonable low price, promote the reasonable low price method in bidding practice get more attention and more extensive use.(2) There are some defects in the evaluation of the reasonable low price method, which can not meet the dynamic economic evaluation requirements, and the reasonable evaluation model is not used. In view of the defects existing in the existing reasonable low price method, the specific ideas and procedures of the optimization of the reasonable low price method are proposed.(3) Introducing the value theory of capital in the bid evaluation. This paper introduces the basic concept of the time value of capital, expounds the significance of introducing the theory of time value of capital, and defines the assumption of the value of the bid evaluation.(4) Calculation of bid evaluation based on the theory of time value of money. The basic formula of NPV, and the basic formula to calculate the NPV used in the evaluation of.(5) A bid evaluation model based on the time value of money. Analysis of the role and significance of the construction of the evaluation model, the construction process of the evaluation model. Using Excel’s built-in functions and powerful computing capabilities, through the Excel to build a capital time value evaluation model, to simplify the process of the realization of the value of money, to solve practical problems with the use of time value of money.Last, the selection of a fine arts building construction project bidding, combined with the specific case, the focus on the construction project bidding evaluation process and take the strategy, and the use of the time value of the funds to calculate the bid evaluation model, in order to verify the evaluation model of real and effective.This paper advocates the introduction of reasonable low price method, in order to achieve the optimization of the method of evaluation, the introduction of capital time value theory, through the optimization and improvement of the reasonable low price method, to promote the construction project bidding in a wide range of applications. There are still some deficiencies in this research, which need to be further studied and discussed.
