Research About The Problem Of The Rural Housing Construction Administration And The Improvement Measures In Jiangxi Province

In recent years, our central government has always been keeping accelerating the pace of new rural construction, and formulating series of policies to be beneficial for farmers and rural construction. These works have raised the standard of living and working and improved the living environment in rural areas, also played an important role in accelerating the modernization of agriculture and countryside. Housing construction is the main behavior for farmers to take part in rural construction independently, it directly concerns whether the farmers can share the social and economic development through the rural construction. However, there are still many problems in rural housing construction administration, for example, violating the governmental plan, occupying the farmland, exceeding the construction standard, one household with several houses, building new house without the demolition of the old, hollow village, destroying the ecological environment, building houses with quality defects. These problems have influenced the effect of new rural construction and the improvement of rural living environment for several years. This paper takes Jiangxi’s situation of rural housing construction administration for example, to reveal the difficulties and problems in administration, and make some targeted suggestions.This paper contains five sectors.First sector is the summary about the administration systems of rural housing construction. It’s the beginning of the research about the administration theory of rural housing construction. It’s also the basic sector of this paper. This sector introduces some main systems of rural housing construction made by country and Jiangxi province, and defines the concept of rural housing construction administration according to the existing documents, to distinguish with other systems of planning and construction administration.Second sector is the analysis of the reality about the administration of rural housing construction in Jiangxi. It mainly introduces some important work by Jiangxi in several years, describes the implementation and effects of concerned policies. Administration of rural housing construction can guide farmers to build houses scientifically, reasonably and beautiful, it also can create beautiful living environment in rural areas, and promote the standard of rural housing and environment.Sector three detailedly analyses the problems existed in the administration of rural housing construction in Jiangxi by the support of concerned data, cases and materials to be more convincing. The problems such as the low level of planning of country and town, lag of the regulations of Housing management, unsound grass-roots organization, poor implementation of the examination and approval management, funding is not in place, hollow village is common. All of these can influence the achievements.Sector four seeks for good experiences and practices of the administration of rural housing construction in developed area to provide reference for Jiangxi, according the principle of suiting one’s measures to local conditions, classified guidance and block sparse combination.Sector five raises policy suggestions, puts forward the corresponding measures to be aimed at the mentioned problems. Such as perfecting the regulations of rural housing construction administration, in order to achieve the purpose of there are laws for people to obey necessary. Promoting the level of planning of country and town to ensure that farmers build houses according to scientific plan. Perfecting the management system and mechanism, strengthen the work team, improve work efficiency. Implementing the management of examination and approval of the building, serving in depth through issuing certificates according to the law.
