In the city the rapid development today, the land as an important carrier of resources and environment and sustainable development of human beings, but also have the characteristics can not replace in social and economic operation, in the world ranking of China’s population, but the number of land resources is extremely limited, has put forward higher requirements, fast the development process of the industrialization and the city’s land use. Therefore, how to the intensive use of land is an important topic.The evaluation of general land use planning is a new round of general land use planning revision of an important project. Planning implementation evaluation is an important content of land use planning, on the one hand can understand relevant departments of planning, evaluation of planning adjustment, revision and provide a scientific basis for strengthening planning implementation management, improve the planning is scientific and operable. On the other hand, can enrich and perfect the theory and method of land use planning system. So the theory and technique of general land use planning implementation evaluation method has important theoretical significance and practical significance. Based on the comprehensive, on the basis of existing research results, with wujiaqu city as an example, the theory of general land use planning implementation evaluation, index system and evaluation method were studied.Implementation evaluation of general land use planning, is to launch a new round of land use overall planning revision work an important topic. So the land use planning is an important content of the planning assessment, first of all to evaluate understanding of relevant departments to implement the specific steps and measures in planning, in order to make the planning adjustment, revision and strengthen the implementation of management planning have according to, and can improve the feasibility and accuracy of planning; secondly, to make the land use planning theories and methods, and the system has been improved. Therefore, theoretical research on it has very important theoretical and practical significance for the overall plan for the implementation of the technique and method of the evaluation of land utilization. Based on the existing research results of Wujiaqu City, connotation, implementation of the assessment of Wujiaqu City of a new round of the overall land use planning evaluation methods, the technical route and the index system, the expert scoring were investigated.First of all, this paper introduces the connotation of the implementation by assessment of the overall land use planning and related theory, and the overall planning of land use were classified evaluation; and to establish a set of evaluation index system to implement the appropriate, to determine the weight of evaluation index by analytical hierarchy process, through the comprehensive evaluation of the average utility function of evaluation index system,draw the value of comprehensive evaluation, based on the evaluation criteria to judge the value of comprehensive evaluation; and Wujiaqu City on a round of the overall land use planning implementation of combining, empirical research on the comprehensive evaluation was made by using the utility function method, a wheel of Wujiaqu City implementation effect, the overall land use planning target execution and social influence making the comprehensive evaluation, and according to the evaluation results, the analysis in Wujiaqu City last planning process problems, and put forward the revision and implementation of the management of advice; finally, briefly introduced the research results of this paper, and pointed out the shortcomings in the research process and research direction in the future.
