Research On The Evaluation Of Urban Land Intensive Utilization And The Way Of Its Improvement In Xi’an City

In the21st century, with the advance of industrialization and urbanization, urbanexpansion phenomenon in China becomes more and more obvious，faced with nationalcondition of more people with less land, government has pay more attention to urbanland intensive utilization. Xi ’an as the leading city of northwest，how is the level ofland intensive utilization? By which way can the land intensive utilization beimproved?In this dissertation, researches about urban land intensive utilization by thescholars’ in and abroad have been refered. And based on analyzed natural conditions,social economic condition and the present situation of land utilization, this thesissystematically analyzes influencing factor of urban land intensive utilization in Xi ’ancity. Selected evaluation indicators by experience and consultant expert Xi ’an and itscounties’ combined evaluation index system of urban land intensive utilization wereconstructed in this paper. First, the level of Xi ’an urban land intensive utilization from2000to2011was evaluated by multi-factor comprehensive evaluation method whichneeds the index weights determined by Delphi method and entropy value method. Andevery Xi ’an county’s urban land intensive utilization was appraised too. The resultevaluated illustrated that the level of Xi ’an urban land intensive utilization from2000to2011has improved in past years, which was roughly divided into fluctuation stage,rapid increase stage and stable stage. In the ten years land input level, land useintensity and land output levels have been rising, while the land potential developmenthas reduced. So Xi ’an urban land intensive utilization has a gap compared with thedeveloped cities and need continue to improve. And counties’ score shows Beilin district is the highest degree of urban land intensive utilization, Lianhu district,Xincheng district and Yanta district follow, other district are relatively lower,simultaneously Gaoling county is higher than the other three counties in four suburbancounties. Composite scores indicates the urban land intensive utilization in Xi ’an isrelatively lower, so the urban land intensive utilization should be further promoted byeffective ways. Finally, by analyzing the relationship between the real estatedevelopment and the urban land intensive utilization and the present situation of realestate development in Xi ’an city, this thesis, based on the real estate development, putsforward the method of improving the urban land intensive utilization and feasiblepolicy proposal while considering the economic environment and social system.This dissertation provides a reference value on evaluation of urban land intensiveutilization in Xi ’an. As the same time, so as to promoting urban land intensiveutilization in Xi ’an by providing reference for optimizing land using structure andmaking scientific overall land use planning.
