Land Intensive Utilization Appraisal System Construction And Empirical Research In Tai'an City

Since reform and opening up, socialist market, economy and various social undertakings are developing rapidly in China. At the same time, the conflict between rapid development of economy and the expansion of the limited natural resources is becoming more and more prominent, and the conflict between land supply and land demand is particularly obvious. For a long time, the land utilization has the characteristics of low using level and low output efficiency, and the shortcomings of unreasonable allocation of functions. How to utilization land reasonably, effectively and intensively in a certain region, and to meet the demand of supplying land to economic development has become an urgent issue of the government and researchers.In this research, Tai'an city is selected as the study target. It locates in the connected areas between east and west part of Shandong province, and has a clear advantage and a typical demonstration of the significance as the goal. The author is trying to reveal the internal driving forces and external factors of land intensive utilization, evaluate the effects of land intensive utilization, and put forward relative policies and suggestions of land utilization through relevant theoretical analysis and typical cases of land utilization in Tai'an city.On the basis of summarizing the former study achievements, the concept, connation and characteristics of land intensive utilization are introduced in this paper, and the distinction and relation between land intensive utilization are put forward. On the basis of learning from related research fields, driving forces of land intensive utilization are analyzed; land intensive utilization evaluation index system and evaluation methods are established; combining with present condition of land utilization and its characteristics in Tai'an city, the potentiality of land intensive utilization is evaluated and relative countermeasures for promoting land intensive utilization in Tai'an city are put forward as well. This paoper is divided into seven chapters:Chapter I: Introduction. In this chapter, the purpose and significance of research and study in China and abroad are introduced, the characteristics and problems occurred in the current study are put forward, the study method and technical route are introduced briefly, and possible innovations and occurred shortcomings are introduced as well.Chapter II: Theoretical basis. Land intensive utilization and land intensive utilization availability are definite, the concept and characteristics of concentrated are introduced, and relative theories of land intensive utilization are explained in this paper.Chapter III: Analysis on driving fators of land intensive utilization. The internal driving forces and external factors of land intensive utilization are introduced in this paper. It is regarded that the gathered economic effect is the largest internal force. External factors of land intensive utilization are: the relationship between people and land, economic development, market factors, and government intervention.Chapter IV: Evaluation index system and evaluation methods of land intensive utilization. The evaluation principle of land intensive utilization is introduced, indicator system of land intensive utilization is build, evaluation method of land intensive utilization is put forward, and standardization, determination and intensity calculation of land intensive utilization are introduced in this chapter.Chapters V: Present condition evaluation of land intensive utilization in Tai'an city. on the basis of introducing geographical location, topography, natural resources, economic and social of Tai'an city, combining with internal driving force and external factors, and according to datas of land utilization in Tai'an city, concreted study and research are carried out. By using already established evaluation system of land intensive utilization, land intensive utilization of Tai'an city (including agricultural land and construction sites) is evaluated.Chapter VI: Conclusions and policy suggestions. Through study, five major conclusions have been gained. According to the study conclusion, relative policies and suggestions for promoting land intensive utilization are put forward as well.
