The Establishment Of Evaluation Index System And Evaluation Method Study Of Economical Post-evaluation For Water Conservancy

From the perspective of project integrity, the post-evaluation of hydraulic engineering perfecting the project construction is an indispensible process in hydraulic engineering system. Through evaluating the running conditions of the hydraulic engineering project already operated, we can analyze the advantages and disadvantages as well as appraise both merits and demerits of the project, from which we can learn from the strong points to offset the weaknesses. The project investment and decision-making process can be optimized. The appraisal results have reference significance to similar hydraulic engineering constructions enhancing the construction level and decreasing redundant development and resource waste effectively. Post-evaluation is critical to decision of optimizing projects. Besides it has not been long since the post-evaluation of hydraulic engineering was established in our country which is still under exploration, the relevant researches and investigations are of great significance to the construction of hydraulic engineering. The economic benefit post-evaluation is a process of vital importance in hydraulic engineering post-evaluation relating to comprehensive reflection of the contribution made by hydraulic operation. Thus it is necessary to make deep study on the economic appraisal in the post-evaluation of hydraulic construction program.This thesis introduces the research background, research review, the following specific research:First, this thesis analyzes the content and methods of economic post-evaluation of hydraulic engineering, and combined with the characteristics of hydraulic engineering and the content of "methods and parameters"(Third Edition), and establishes an index system for the hydraulic project post-evaluation. The index system can fully embody the sustainable development of hydraulic engineering.Second, according to the characteristics of water-saving projects in Xinjiang Bositeng irrigated area, This thesis establishes an index system,which make up for the original economy inadequate of single index.Third, This thesis introduces methods of hydraulic engineering economic evaluation, it focus on the analysis of the calculation method of fuzzy comprehensive evaluation method and BP artificial neural network method to evaluate the multi-level economic later, use the calculation method and combined with the new index system of Xinjiang Boston irrigation districts rehabilitation and water-saving reform project for the case study. It perfect content of the index system of economic post evaluation of hydraulic engineering and played a role of supplementary and reference in our country’s hydraulic engineering.
