A Study On Reasonable Distribution Mode Of Guangzhou Indemnificatory Housing Construction Tasks

To better solve the housing issues, China has gradually stepped up efforts in recent years by building indemnificatory housing in large scale, and they have practically settled housing problems of a considerable group of people. However, apart from the remarkable achievements, the sudden tasks also objectively lead to too much burden on some cities for building a large quantity of indemnificatory housing in a short time. Guangzhou is not an exception, either, where only municipal housing security department is far from meeting the requirement. Therefore, it is imperative to bring the positivity of the district units into full play and send some construction orders to the districts and county-level cities under administration. In this way, construction tasks of indemnificatory housing can be better finished, and needs of the people in straitened circumstances in each district can also be better met. Since 2011, Guangzhou started the mode of building indemnificatory housing in joint efforts of city and district administrations. After three years’ practice, impressive achievements have been made and some problems have also been met, including how to identify the proportions of the tasks assigned to cities and districts and how to make a reasonable tasks distribution and make an effective progress.The thesis makes discussions around the points following under such circumstances:(1)Taking the assignment mode of Guangzhou indemnificatory housing construction tasks as a focused research target in combination of housing security policies at central and local levels, to understand the assignment background of Guangzhou indemnificatory housing construction tasks;(2)By reference from related theory and documentary research, to understand the theoretic basis of public administration in indemnificatory housing construction and the concrete experience of other cities in indemnificatory housing construction tasks assignment among different administrative levels;(3)Widely take empirical investigations by documentary research and field interview in each district to understand the performance of indemnificatory housing construction tasks and explore the existing problems and causes;(4)Trying to develop an indemnificatory housing construction tasks assignment mode in combination of Guangzhou actual circumstances by structuring indemnificatory housing construction tasks assignment mode, and summarizing its rationality and feasibility on the basis of related theory and experience in other cities;(5)Making an analysis on the research above to propose corresponding suggestions to Guangzhou indemnificatory housing construction tasks assignment mode.Through the above several aspects of the study, the following conclusions can be drawn:The current mode of Guangzhou constructing indemnificatory housing in concerted efforts of city and district administrations has achieved some results, but also met many difficulties and obstacles, and the research has also discovered the strong practical necessity of this construction mode, since it is hard to achieve a good effect by leaving all the tasks of building indemnificatory housing to district administrations without important adjustment of current resource allocation pattern. Therefore, it is also necessary to adjust the allocation of the limited resources and specify the original authorities and responsibilities to establish a new mode of indemnificatory housing construction tasks assignment in city-district joint efforts.
