Research On The Cost Control Of Dengfeng 110kV Ludian Power Transmission Project

Electric power industry is related to the social progress and the sustainable development of national economy. With the rapid growth of domestic economy, electricity demand is gradually increasing. At the same time, the request for electric supply quality is becoming stricter, that leads to an increase trend of power engineering projects and the corresponding scale development. Along with the electric industry reformation, the power enterprises are facing with the increasingly fierce market competition in today’s ever-changing economy and policy environments that result in a more and more intense desire for minimum cost control. In such conditions, power enterprises could obtain a comfortable survival space, a considerable development space, and a higher economic benefit only through strengthening the minimum cost control. The Dengfeng-Ludian (110kV) power transmission line project, constructed by Tianli Electric Power Group Co., Ltd, was selected as a specifical object of this study. The cost control of this project was analyzed and the results could provide a certain theoretical and practical reference for the cosi control of power industry.Based on the understanding of the related concepts and the analysis on the research status at home and abroad, the cost problems, cost management concept, and management method and process in Dengfeng-Ludian (110kV) power transmission line project was analyzed. According to the above results, the analysis of how to carry out the cost management in later process was conducted. This study elaborated the cost management in the construction process of this project. The cost management terms consist of establishing the effective cost management organization, introducing the target cost management, reinforcing the material device management, enhancing the construction process management, strengthening the analysis and assessment of project cost, and the balance management of duration, quality and cost. The implementation effect of cost control in this project was also provided in this study.The cost management measures and suggestions proposed by Tianli Group were applied to the later construction process of the Dengfeng-Ludian (110kV) power transmission line project, and a good result was obtained. The project cost management has been largely increased and the managers’cost consciousness has been greatly enhanced. The cost subjects have become more detail and the profit targets have been significantly promoted. According to the above results, the cost-control values and the profit targets of the power enterprises would be obtained through the enhancement of managers’cost consciousness, the improvement of cost management methods and the change of extensive management.
