China is a water resources are relatively scarce, in industrial countries in conflict to the pace of industrial water gradually highlights. Guangdong Province, as the representative of a large industrial province, in fact, per capita water resources is less than the national average, industrial water consumption is increasing year after year. Therefore, it has practical significance to research deeply the industrial city of Guangdong province. In view of the efficiency of industrial water before the model is relatively old, research on the potential of water saving in industry are mainly qualitative analysis, lack of scientific policy recommendations of theoretical support, this paper selects the relevant data of water of cities in Guangdong Province during 2004-2013 were logarithmic standard and correlation and stability test, the data was significant, and with the same stable order. And then these data into the transcendental logarithmic stochastic frontier model(SFA), at the same time, Guangdong Province on the basis of characteristics of the construction industry technical efficiency function, to obtain the value for each city in Guangdong Province, the industrial water use efficiency, and by using system clustering method to classify the urban and industrial water use efficiency, drawing the map, according to the different efficiency types of cities are studied. By discussing the factors affecting efficiency of different types of industrial water in cities of Guangdong province respectively, this research explores the industrial structure of Guangdong Province, the level of science and technology and management methods etc. In addition, the standard calculation of this study will establish a set of industrial water saving potential, the potential of water saving in industry is divided into two parts, the reality and the future, the real part of the quota comparison method, and the future is the premise to define the economics hypothesis, calculation of the future urban industrial water-saving potential value by grey prediction method. Subsequently, the industrial water saving potential of the calculated values of K-cluster, industrial water saving potential in graph drawing, quantitative and intuitive potential diagram combined with the basis of the analysis, to analyze the different types of Guangdong Province the water saving potential of the city, in order to more scientific and persuasive. Finally, according to the comprehensive analysis of the industrial water use efficiency and water saving potential value of value, from the key industries, innovation of science and technology, the market of water resources and deepen the reform of the system of Guangdong Province, further put forward the policy recommendations of industry water saving.
