Post Evaluation Study On PPP Project Of Urban Underground Comprehensive Pipe Corridor In K City

Since the government and social capital cooperation(PPP)model was rolled out at the end of 2013,it has carried the historical mission of the modernization reform of national governance system and governance capacity.On the one hand,the PPP model can smooth the government’s fiscal expenditure,and the introduction of social capital can improve the operation efficiency of the project.On the other hand,due to incomplete project procedures or not in line with the PPP project operation process,land acquisition is blocked and other reasons,resulting in the project stagnation,resulting in the waste of resources invested in the early stage.In addition,during years of practice and research of PPP projects,defects such as underpayment promises,deliberate forgery,collusion between government and enterprise and core information concealment have been found in PPP projects,which may lead to misallocation of public resources and damage of people’s interests.Therefore,carrying out post-evaluation of PPP projects is of great significance in promoting the sustainable and healthy development of Chinese PPP projects.In this thesis,the urban underground integrated pipeline corridor PPP project of K City is selected as the research example,and the post-evaluation research of the investment project is carried out in depth.First of all,K City,as the second batch of national pilot cities for comprehensive pipeline corridors,has strong representativeness in terms of urban characteristics and financial basis.Secondly,the social capital of the PPP project belongs to the leading enterprise in the industry,which has a strong reference effect in the project construction and operation.Finally,through the research on the post-evaluation of the PPP project of the underground integrated pipeline corridor in K City,the establishment of the post-evaluation index system of the PPP project is verified,which can also provide references for other PPP projects to carry out the post-evaluation in terms of theories and evaluation methods.The PPP project of urban underground integrated pipeline corridor not only has the universality of PPP project,but also has the particularity of urban underground integrated pipeline corridor.At the same time,the related theories,policies and regulations are larger and broader.Through a large number of literature analysis and questionnaire research,this thesis determined the evaluation dimensions including 4 first-level indicators,12 second-level indicators and 35 third-level indicators.In view of the characteristics of PPP projects,such as multi-dimension,multi-level,inter-relation among indicators and many qualitative indicators,it established the index structure and weight determination by AHP and quantitative qualitative indicators by questionnaire method.Finally,the fuzzy comprehensive evaluation method is used to calculate the evaluation results,and the PPP project of urban underground comprehensive pipeline corridor is evaluated.Finally,this thesis combined with K,the PPP projects of urban underground pipe as an example,from the process of project evaluation,project performance and impact assessment,evaluation of project objectives,project objectives,project implementation degree of sustainable ability evaluation after the project evaluation on the four aspects,through the evaluation model of the final evaluation results,the project has reached the expected target completely,It provides some experience for the construction and management of the same type of projects.
