The Analysis On The Integrated Environmental And Economic Accounting Of The Shiyang River Basin

Since the industrial revolution, increased population and the expansion of economic activity have brought about serious damage to the environment. Human beings have gradually faced all the crisis of the economic, and social development.The contradiction between the economic growth and environmental protection is becoming sharper and sharper. People begin to realize that the sustainable economic growth and the continuous improvement of the natural environment are the only necessary way for human survival and development. The sustainable development strategies which promote the coordinated development of economy, society and environment have become the inevitable choice for the contemporary. After realizing the closely connection between environment and economy, people are constantly adjusting the accounting system of national economy that only takes the national and regional economic activities into account. In order to ensure long-term sustainable growth of the national economy, achieve the harmonious development of man and nature, people constantly modify National Accountly system just considerly national and local economic activities, which aims to make the accounting system contain the content of the economy and the environment. Something that can represent the highest level of the comprehensive accounting for the environment and economy is the environmental economic accounting system(SEEA) which was put forward by the United Nations statistics bureau(UNSD) in 1993. But the system which was put forward in 2003 should be more perfect. It provides the overall train of thought and framework for the guidance of all nations integrated environmental and economic accounting areas.Because of the slow economic development, the urbanization process comes with the ecological environment destruction, water shortage and other issues. The sustainable development of the Northwest Inland River Basin becomes the focus. The Shiyang Rive Basin is one of China’s three major inland river basins and also becomethe area that has the largest population density in the domain of inland rivers, in which the least water resources amount of per capita, a higher GDP per capita, and the most prominent contradiction between supply and demand of water resources in the middle and lower reaches. The ecology environmental degradation of the areas is also serious.Therefore, it is very necessary to write and make the comprehensive environmental and economic accounting accounts of the Shiyang River Basin and improve environmental and economic accounting system for the sustainable development of the basin ecological economic.This paper takes the integrated environmental and economic accounting system theory as the guidance, and the Shiyang River Basin as its research object, compiles the Shiyang River Basin of 2010 environmental economic integrated accounting accounts, and carries out some relative analyses on the base of the detailed data of integrated accounts. The main contents are as follows:(1) The paper offers the detailed introduction about the process of the environmental economic accounting system(SEEA),its basic framework, compilation,characteristics and something to be improved. SEEA, a system attached to SNA,expands the capital estates of the account and production scope, provides the concept of compound flow account, and converts account with cash account organically,which gives comprehensive analysis and exploration by combining the interaction between economy and environment. SEEA can more truly reflect whether the social development is sustainable or not, and can also offer more comprehensive information for the makly of policies which are made for resources developed scientifically and environment protection..(2) The paper introduces the natural geography and social economy condition of Shiyang River Basin. The study takes Shiyang River Basin as a case. I compiled the integrated environmental and economic account of Shiyang River Basin in 2010. First of all, I make the supplying accounts(accounts of actual expenditure of environmental protection, natural resources account including physical and monetary) which are based on the input-output table, and environmental maintenance cost account. Then I put the contents fusion and summary of the account above into the environmental economic accounting.(3) Analysis of the compiled account, information can be obtained as follows:Shiyang River Basin through environmental adjusted net gross domestic product(EDP) is 37.643 billion yuan, more than the traditional gross domestic product(NDP)decreased by 2.11%; Shiyang River Basin water resources depletion cost is 392.4million yuan, and environment maintenance cost is 417.03 million yuan; Shiyang River Basin in 2010 after environmental adjustment of the added value of net(GGDP)to 43.119 billion yuan, accounting for Shiyang River Basin region gross domestic product(GDP) of 98.16%, 1.84% of the total of Shiyang River Basin, namely the economic cost is the cost of environment; based on SEEA standard index NDP(net output) produced indicators EDPI and EDPII accounts for only 86% of GDP.According to the strong sustainable principle, local economic development still relies on a large amount of material consumption and high investment. All these negative influences on the ecological environment problems are not allowed to be ignored, thus changing the development mode of growth is still the basic way to realize the coordinated development of the economy of Shiyang River Basin in the future.
