Ecological Compensation Policy Evaluation System Of Shiyang River Basin

Shiyang River Basin in Gansu Province, assumed the important ecological functions of water conservation, windbreak and sand, and biological diversity protection, is important to an ecological barrier for the protection of the environment and maintain ecological safety, and improve the masses of the people of the river basin life level there is a very important role. Although in recent years invested in this issue a lot of manpower and material resources and funding, has also made certain achievements, but overall, the ecological problems of the Shiyang River Basin has not been fundamentally improved, water shortages are still the ecological environment construction of the biggest problem the regulation of ecosystem functions and services decline, affecting the west and the country’s sustainable development.A number of factors lead to serious problems of ecological environment of the Shiyang River Basin, an important factor is the lack of effective and rational eco-compensation mechanism. Overall, China’s ecological compensation later, the relationship between the interests of the ecological compensation complex, covering a wide, comprehensive and strong, yet did not form a complete set of ecological compensation system. Worsening situation of ecological environment of the Shiyang River Basin, on the construction of ecological civilization from the perspective of ecological compensation study, will facilitate the regional ecological environment construction and sustainable development of society.Based on these,to the environment of the Shiyang River Basin, the background of sustainable development theory, the value of resources and environment theory, public goods theory, externality theory to support the integrated use of empirical analysis and nonnative analysis, comparative analysis and summary analysis, field research and literature review and other research methods, combing the western ecological problems, in-depth analysis from multiple perspectives the reasons for problems, ecological compensation system on the Shiyang River Basin Construction and Improvement of a detailed discussion, while with the policy of supporting the industrial structure adjustment policy, investment and financing policies, science and technology policy,legal policy are described. The last part of the study, focuses on smaller domestic research at the present stage of ecological compensation for the performance evaluation of effects of policy implementation.
